Visa Only1 Debit Card FRAUD

I purchased a debit card from Safeway in hopes to purchase an item online, the debit card was a Visa Only1 card (which apparently Visa holds NO responsibility for.) I went home and followed the simple instructions to activate it, it said that i couldnt "be verified" and that "i needed to send in my drivers license, social security card, and a bill for proof of residency." Although i was suspicious i was reassured that i could trust VISA, so I sent it in but it still wasn't working even after calling the customer support and confirming the area code and that they recieved my fax. But still I couldn't use the card for anything, so I call ONLY1 VISA customer support again (which is supposedly toll free but they chard your card a dollar EVERY call). I get some guy who says my account isn't coming up so he needs the last 4 digits of my ssn, i give it to him. THEN, he says my acc STILL isn't coming up so he asked for my ENTIRE ssn, and i hesitate and ask him why but he insures me everything is recorded so i give him my ENTIRE SSN. THEN, he says hes going to transfer me to another sales rep because he can't find my account. I wait about 5 minutes on hold and then I AM SENT BACK TO THE INITIAL AUTOMATED MESSAGE. I call again this time I request a super visor, he claims that it is perfectly normal for one of them to ask for my full SOCIAL SECURITY NUMBER if my account doesn't come up and that I have nothing to worry about. BUT the other times I called in before that they had NO trouble finding my account and they did NOT need my SSN. So I do research about the company online and there are MANY other people with the same trouble as me with this company. In some cases people's money have been held for MORE THAN 6 MONTHS and are still not given to them, and MOST people were asked to send in their drivers license, SSN, and BILLS. And when people call in to VISA, VISA says that only1 is its own company and makes their own rules. I believe that this company full of organized crime including FRAUD and IDENTITY THEFT.
